Abstract

Penelitian ini bertujuan membangun sistem pakar berbasis web untuk mengidentifikasi jenis permasalahan hukum menggunakan metode Forward Chaining. Sistem dikembangkan untuk membantu masyarakat memperoleh identifikasi awal terhadap permasalahan hukum berdasarkan fakta kronologi yang diberikan pengguna. Metode pengembangan sistem yang digunakan adalah Waterfall yang meliputi tahap analisis kebutuhan, perancangan sistem, implementasi, pengujian, serta pemeliharaan. Basis pengetahuan sistem direpresentasikan dalam bentuk rule IF–THEN yang diperoleh melalui studi literatur, observasi, dan wawancara dengan pakar hukum yang ada di pada PKBH-FH UNIKU. Proses inferensi dilakukan dengan mencocokkan fakta yang dipilih pengguna terhadap rule pada basis pengetahuan untuk menghasilkan klasifikasi jenis permasalahan hukum. Sistem juga menerapkan mekanisme priority rule untuk menangani konflik ketika lebih dari satu rule terpenuhi serta menghasilkan status “Tidak Diketahui” apabila fakta yang diberikan belum memenuhi rule yang tersedia. Hasil penelitian menunjukkan bahwa sistem berhasil dibangun menggunakan PHP dan MySQL serta mampu membantu proses konsultasi hukum awal secara lebih cepat, terstruktur, dan terkomputerisasi. Berdasarkan pengujian Black Box dan White Box Testing, seluruh fungsi utama sistem berjalan dengan baik sesuai tujuan penelitian.

This study aims to develop a web-based expert system to identify types of legal problems using the Forward Chaining method. The system is developed to help the public obtaining an initial identification of legal issues based on the chronological facts provided by the user. The system development method used is the Waterfall model, which includes the stages of requirements analysis, system design, implementation, testing, and maintenance. The system’s knowledge base is represented in the form of IF–THEN rules derived from literature reviews, observations, and interviews with legal experts at the PKBH-FH UNIKU. The inference process involves matching the facts selected by the user against the rules in the knowledge base to generate a classification of the type of legal issue. The system also implements a priority rule mechanism to handle conflicts when more than one rule is satisfied and generates an “Unknown” status if the provided facts do not meet any available rules. The research results show that the system was successfully built using PHP programming language and MySQL for database and it is capable of assisting the initial legal consultation process in a faster, more structured, and computerized. Based on Black Box and White Box Testings, all main functions of the system operate well in accordance with the research objectives.
