Pemberian penghargaan Pegawai Negeri Sipil (PNS) Berprestasi merupakan bentuk apresiasi kepada pegawai yang memiliki kinerja, loyalitas, dan prestasi kerja unggul sesuai dengan jabatan yang diemban. BKPSDM Kabupaten Kuningan saat ini menghadapi kendala dalam proses pemilihan PNS Berprestasi, di mana pengumpulan data masih dilakukan secara manual dengan mencari profil dan riwayat pegawai satu per satu melalui aplikasi SIMPEG lalu dicatat pada Microsoft Excel, sehingga proses menjadi tidak efisien, tidak efektif, serta rentan terhadap human error yang mengakibatkan ketidakkonsistenan dalam perhitungan poin penilaian. Penelitian ini bertujuan untuk membangun Sistem Pendukung Keputusan (SPK) berbasis web dengan mengimplementasikan metode Simple Additive Weighting (SAW) guna membantu pemilihan PNS Berprestasi secara lebih objektif dan terstruktur. Metode SAW diterapkan terhadap 49 alternatif pegawai BKPSDM Kabupaten Kuningan melalui tahapan normalisasi matriks keputusan dan penjumlahan terbobot untuk menghasilkan nilai preferensi setiap pegawai. Hasil penelitian menunjukkan bahwa sistem yang dibangun mampu mengolah data seluruh alternatif secara otomatis dan menghasilkan perankingan PNS Berprestasi dengan tingkat kesesuaian yang tinggi terhadap penilaian manual pihak BKPSDM Kabupaten Kuningan, sehingga sistem ini layak digunakan sebagai alat bantu pengambilan keputusan yang lebih efisien dan akurat.

The award for Outstanding Civil Servants (PNS) serves as a form of appreciation for employees who demonstrate superior performance, loyalty, and work achievement in accordance with their designated positions. The Regional Civil Service and Human Resources Development Agency (BKPSDM) of Kuningan Regency currently faces challenges in the selection process for Outstanding Civil Servants, where data collection is still carried out manually by searching for employee profiles and records one by one through the SIMPEG application and recording them in Microsoft Excel. This approach renders the process inefficient and ineffective, and makes it prone to human error, resulting in inconsistencies in the calculation of assessment points. This study aims to develop a web-based Decision Support System (DSS) by implementing the Simple Additive Weighting (SAW) method to facilitate a more objective and structured selection of Outstanding Civil Servants. The SAW method was applied to 49 employee alternatives from BKPSDM Kuningan Regency through the stages of decision matrix normalization and weighted summation to generate a preference value for each employee. The results of this study indicate that the developed system is capable of processing data from all alternatives automatically and producing an Outstanding Civil Servant ranking with a high degree of conformity to the manual assessments conducted by BKPSDM Kuningan Regency, demonstrating that this system is suitable for use as a more efficient and accurate decision-making support tool.
