Abstract

Pembangunan dan pemeliharaan infrastruktur desa merupakan kewajiban pemerintah desa untuk meningkatkan kualitas pelayanan publik. Proses pengaduan kerusakan infrastruktur di Desa Bandorasa Wetan saat ini masih berjalan manual dan belum terpusat, sehingga menyulitkan masyarakat dalam menyampaikan pengaduan, sementara pihak desa mengalami kendala dalam mengelola dokumentasi pengaduan serta beban penyimpanan data akibat besarnya ukuran foto bukti kondisi pengaduan tersebut. Penelitian ini bertujuan merancang dan membangun sebuah aplikasi pengaduan berbasis Android sebagai upaya mengatasi permasalahan tersebut, dengan mengimplementasikan algoritma Run Length Encoding (RLE) untuk kompresi gambar. Aplikasi ini dikembangkan menggunakan metode prototype. Hasil implementasi algoritma Run Length Encoding (RLE) berhasil mengurangi ukuran file gambar dengan rata-rata Compression Ratio (CR) mencapai 20,5% dan Space Saving (SS) sebesar 79,3%. Berdasarkan hasil User Acceptance Testing (UAT), aplikasi ini dinyatakan sangat layak digunakan dengan skor kelayakan mencapai 95,10%. Dengan demikian, aplikasi ini diharapkan dapat digunakan untuk mempermudah masyarakat dalam menyampaikan pengaduan sekaligus membantu pihak desa mengelola pengaduan secara lebih terpusat.

The development and maintenance of village infrastructure are essential responsibilities of the village government to improve the quality of public services. In Bandorasa Wetan Village, the current process for reporting infrastructure damage is still manual and decentralized, making it difficult for residents to submit complaints. The village administration also struggles to manage complaint documentation and store photographic evidence due to large file sizes. This study aims to design and develop an Android-based complaint reporting application by implementing the Run Length Encoding (RLE) algorithm for image compression. The application was built using the prototype development method. The RLE algorithm successfully reduced image file sizes, achieving an average Compression Ratio (CR) of 20.5% and Space Savings (SS) of 79.3%. Based on User Acceptance Testing (UAT), the application received a high suitability score of 95.10%. Overall, this application is expected to simplify the complaint submission process for residents and support the village government in managing complaints more efficiently and centrally.
