Penelitian ini dilatar belakangi oleh kondisi sekolah reguler yang menyelenggarakan pendidikan inklusif tanpa adanya guru pendamping khusus, sehingga guru kelas dituntut untuk memiliki kompetensi yang memadai dalam menangani siswa ABK, khususnya yang tergolong dalam kategori ADHD. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan hasil identifikasi kompetensi apa saja yang dimiliki guru sekolah dasar dalam menghadapi Anak Berkebutuhan Khusus di SDN 17 Kuningan. Penelitian ini menggunakan pendekatan kualitatif Studi Kasus dengan teknik pengumpulan data melalui observasi dan wawancara terhadap 32 responden. Hasil penelitian menunjukkan bahwa guru sudah memenuhi ke empat kompetensi yaitu kompetensi yang sebagaimana ditetapkan dalam Permendiknas No. 16 Tahun 2007 yaitu kompetensi pedagogik, kompetensi kepribadian, kompetensi sosial, dan kompetensi profesional. Dengan Tingkat penguasaan yang bervariasi. Sebagian guru telah menunjukkan pemahaman dan praktik pedagogik yang inklusif serta sikap kepribadian dan sosial yang mendukung keberagaman peserta didik. Namun, masih terdapat keterbatasan dalam penguasaan materi khusus dan metode yang sesuai untuk ABK, serta kebutuhan pelatihan lebih lanjut. Penelitian ini menekankan pentingnya pengembangan profesional guru secara berkelanjutan untuk mendukung efektivitas pendidikan inklusif di sekolah dasar.

This study aimed to explore and describe the identified competencies possessed by primary school teachers in dealing with children with special needs at SDN 17 Kuningan. The study was motivated by the condition of regular schools implementing inclusive education without the presence of special assistant teachers, thereby requiring classroom teachers to have sufficient competencies in handling students with special needs, particularly those categorized under ADHD.
This research used a qualitative case study approach with data collection techniques including observation and interviews involving 32 respondents. The results showed that the teachers had fulfilled the four competencies as stipulated in the Ministry of National Education Regulation No. 16 of 2007, namely pedagogical competence, personal competence, social competence, and professional competence, with varying levels of mastery. Some teachers had demonstrated an understanding and practice of inclusive pedagogy, as well as personal and social attitudes that supported student diversity. However, there were still limitations in mastering specific materials and appropriate methods for children with special needs, along with a need for further training.
This study highlighted the importance of continuous professional development for teachers to support the effectiveness of inclusive education in primary schools.
