Abstract
Pembangunan desa memerlukan proses penentuan prioritas program yang tepat agar penggunaan anggaran dan pelaksanaan pembangunan dapat berjalan secara efektif. Namun, proses penentuan prioritas pembangunan di Desa Karangtengah masih dilakukan secara manual sehingga berpotensi menimbulkan keputusan yang subjektif dan kurang optimal. Penelitian ini bertujuan untuk membangun Sistem Pendukung Keputusan (SPK) penentuan prioritas program pembangunan desa menggunakan metode ELECTRE berbasis web. Metode ELECTRE digunakan untuk melakukan proses perangkingan alternatif berdasarkan beberapa kriteria penilaian, yaitu jumlah penduduk terdampak positif, manfaat program, biaya pembangunan, kondisi, dan kesesuaian RKPDES. Metode pengembangan sistem yang digunakan adalah Waterfall dengan tahapan analisis kebutuhan, perancangan sistem, implementasi, dan pengujian. Sistem dibangun menggunakan bahasa pemrograman PHP native dan database MySQL. Hasil penelitian menunjukkan bahwa sistem mampu membantu proses perhitungan prioritas pembangunan secara lebih cepat, objektif, dan terstruktur. Sistem juga dapat menghasilkan ranking prioritas program pembangunan desa berdasarkan nilai dominasi hasil perhitungan metode ELECTRE sehingga dapat mendukung pengambilan keputusan oleh pihak desa.
Village development requires an appropriate program prioritization process so that budget utilization and development implementation can run effectively. However, the process of determining development priorities in Karangtengah Village is still carried out manually, which may lead to subjective and less optimal decisions. This study aims to develop a web-based Decision Support System (DSS) for determining village development program priorities using the ELECTRE method. The ELECTRE method is used to rank alternatives based on several assessment criteria, namely the number of beneficiaries, program benefits, construction costs, conditions, and conformity with the RKPDES. The system development method used in this research is the Waterfall model, which consists of requirement analysis, system design, implementation, and testing stages. The system was developed using native PHP programming language and MySQL database. The results of this study indicate that the system is capable of assisting the process of determining development priorities in a faster, more objective, and structured manner. The system is also able to generate priority rankings of village development programs based on the dominance values obtained from the ELECTRE calculation process, thereby supporting decision-making by village authorities.
