Abstract

Transformasi digital layanan publik melalui Polri Super App menghadapi tantangan resistensi pengguna yang dipicu oleh isu keamanan dan kepercayaan data. Penelitian ini bertujuan mengevaluasi faktor-faktor yang memengaruhi penerimaan layanan SKCK Online dengan mengintegrasikan variabel Trust dan Security ke dalam Technology Acceptance Model (TAM). Metode penelitian yang digunakan adalah kuantitatif asosiatif dengan sampel 210 responden di Kabupaten Kuningan yang diambil melalui teknik purposive sampling. Data dianalisis menggunakan Structural Equation Modeling (SEM) berbasis Partial Least Square (PLS) melalui SmartPLS 4. Hasil penelitian menunjukkan bahwa seluruh hipotesis diterima. Analisis effect size menunjukkan bahwa niat perilaku (Behavioral Intention) memiliki kontribusi paling dominan terhadap penggunaan aktual (Actual Usage) dengan nilai f square (f 2) sebesar 0,217, diikuti oleh pengaruh Trust terhadap Perceived Usefulness sebesar 0,218. Temuan ini menegaskan bahwa manfaat fungsional dan niat yang kuat menjadi pendorong utama adopsi teknologi, sementara keamanan informasi tetap menjadi fondasi utama dalam membangun kepercayaan publik. Implikasi penelitian ini menyarankan penguatan protokol keamanan siber dan transparansi layanan bagi Polri untuk meningkatkan adopsi teknologi secara massal.
Digital transformation of public services through the Polri Super App faces user resistance challenges triggered by data Security and Trust issues. This study aims to evaluate the factors influencing the acceptance of Online Police Ceritificate services by integrating Trust and Security variables into the Technology Acceptance Model (TAM). The research method employed is quantitative associative with a sample of 210 respondents in Kuningan Regency selected through purposive sampling. Data is analyzed using Partial Least Square-based Structural Equation Modeling (PLS-SEM) via SmartPLS 4. The results show that all hypotheses are accepted. Effect size analysis reveals that Behavioral Intention has the most dominant contribution to Actual Usage with an f square (f2) value of 0.217, followed by the influence of Trust on Perceived Usefulness at 0.218. These findings confirm that functional benefits and strong intention are the primary drivers of technology adoption, while information Security remains the essential foundation for building public Trust. The implications of this research suggest the strengthening of cyberSecurity protocols and service transparency for the Indonesian National Police (Polri) to enhance mass technology adoption.
