Proses pendidikan merupakan proses yang sangat penting untuk dilaksanakan yang bertujuan untuk mencerdaskan kehidupan Bangsa Indonesia, yang akan membentuk sosok individu yang akan berperan penting dalam proses pembangunan dan keberhasilan Bangsa dan Negara. Dalam menentukan guru-guru yang layak mendapatkan penghargaan guru terbaik, terkadang tidak mudah dalam mengambil keputusan dan pemilihannya, keputusan yang diambil diharapkan tidak subjektif agar kualitas yang diperoleh dapat sesuai dengan harapan sehingga tidak ada pihak yang dirugikan. Pengambilan keputusan untuk menetapkan apakah kinerja guru tersebut sudah memenuhi kualitas yang diterima atau tidak di dasari beberapa kriteria yang ditetapkan oleh sekolah. Berdasarkan permasalahan tersebut maka perlu kiranya merancang sebuah sistem pendukung keputusan yang mampu menganalisis serta menghasilkan sebuah keputusan tentang permasalahan yang ada. Oleh sebab itu diperlukan suatu sistem pendukung keputusan berbasis web untuk menangani kendala-kendala tersebut, salah satunya dengan menerapkan Sistem Pendukung Keputusan untuk menentukan guru terbaik Menggunakan metode MOORA (Multi-Objective Optimization on the Basis of Ratio Analysis). Metode Multi Objective Optimization by Ratio Analysis (MOORA) adalah metode yang diperkenalkan oleh Brauers dan Zavadskas (2006). Metode yang relative baru ini pertama kali digunakan oleh Brauers dalam suatu pengambilan dengan multi kriteria. Sistem yang dibangun memiliki proses kelola data guru, data kriteria penilaian dan menganalisis metode MOORA untuk menentukan guru terbaik. Dari hasil sistem penentuan guru terbaik menggunakan metode Objective Optimization On The Basis Of Ratio Analysis (MOORA) yang diaplikasikan pada Sistem Penunjang Keputusan, maka didapatlah Alternatif 8 sebagai nilai tertinggi yaitu guru atas nama Sukaesih, S.Pd dengan hasil nilai perhitungan 0,55.

Therefore, a web-based decision support system is needed to handle these obstacles, one of which is by implementing a Decision Support System to determine the best teacher Using the MOORA method (Multi-Objective Optimization on the Basis of Ratio Analysis). The Multi Objective Optimization by Ratio Analysis (MOORA) method is a method introduced by Brauers and Zavadskas (2006). From the results of the best teacher determination system using the Objective Optimization On The Basis Of Ratio Analysis (MOORA) method applied to the Decision Support System, Alternative 8 was obtained as the highest value, namely a teacher named Sukaesih, S.Pd with a calculation value of 0.55.
