Abstract

Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Kuningan masih menghadapi kendala pengelolaan data pemohon yang belum terintegrasi, sehingga memperlambat pelayanan dan meningkatkan risiko kesalahan data. Selain itu, penentuan wilayah prioritas sertifikasi belum didasarkan pada analisis yang objektif. Penelitian ini bertujuan mengembangkan sistem digital terintegrasi berbasis web untuk mengelola data PTSL secara terpusat serta mendukung penentuan prioritas wilayah sertifikasi. Metode K-Means Clustering digunakan untuk mengelompokkan wilayah berdasarkan variabel kepemilikan hak atas tanah, meliputi Hak Milik, Hak Guna Bangunan, Hak Pakai, Hak Wakaf, dan jumlah tanah belum bersertifikat. Hasil penelitian menunjukkan bahwa sistem mampu mengintegrasikan data dari berbagai desa secara efisien dan menghasilkan tiga kategori prioritas wilayah dari 375 desa, yaitu 119 desa kategori rendah, 138 desa kategori sedang, dan 118 desa kategori tinggi. Sistem ini diharapkan dapat meningkatkan efisiensi dan akurasi pengelolaan data serta mendukung percepatan program PTSL di Kabupaten Kuningan.

The Systematic and Complete Land Registration (PTSL) program in Kuningan Regency still faces challenges in managing applicant data that are not yet integrated, resulting in slower services and an increased risk of data errors. In addition, the determination of land certification priority areas has not been based on objective analysis. This study aims to develop a web-based integrated digital system to centrally manage PTSL data and support the determination of certification priority areas. The K-Means Clustering method is applied to group regions based on land ownership variables, including Freehold Title, Building Use Rights, Rights of Use, Endowment Rights, and the number of uncertified land parcels. The results show that the system is able to efficiently integrate data from multiple villages and classify 375 villages into three priority categories: 119 villages in the low-priority category, 138 villages in the medium-priority category, and 118 villages in the high-priority category. This system is expected to improve the efficiency and accuracy of data management and support the acceleration of the PTSL program in Kuningan Regency.
