Abstract

Penelitian ini bertujuan untuk menguji pengaruh langsung dan tidak langsung pengaruh motivasi dan kompetensi terhadap kualitas pelayanan publik melalui disiplin kerja. Sampel dalam penelitian adalah pegawai Dinas Ketahanan Pangan dan Pertanian Kabupaten Kuningan dengan sampel sebanyak 149 dan menggunakan teknik random sampling. Penelitian ini menggunakan persamaan regresi analisis jalur (path analysis) yang digunakan untuk menguji pengaruh tidak langsung dari variabel motivasi dan kompetensi terhadap kualitas pelayanan publik melalui disiplin kerja sebagai variabel mediasi menggunakan Statistical Program for Social Sciences (SPSS) versi 26. Instrumen penelitian ini berupa angket yang berisi pernyataan dan disebarkan kepada pegawai melalui google form. Hasil penelitian dari hipotesis yang diajukan memperoleh kesimpulan bahwa (1) Motivasi berpengaruh positif dan signifikan terhadap disiplin kerja. (2) Kompetensi berpengaruh positif dan signifikan terhadap disiplin kerja. (3) Motivasi berpengaruh positif dan signifikan terhadap kualitas pelayanan publik. (4) Kompetensi berpengaruh positif dan signfikan terhadap kualitas pelayanan publik. (5) Disiplin kerja berpengaruh positif dan signifikan terhadap kualitas pelayanan publik. (6) Displin kerja tidak dapat memediasi pengaruh motivasi terhadap kualitas pelayanan publik. (7) Displin kerja tidak dapat memediasi pengaruh kompetensi terhadap kualitas pelayanan publik.

This research aims to test the direct and indirect influence of motivation and competence on the quality of public services through work discipline. The sample in the study was an employee of the Food and Agricultural Security Office of Kuningan Regency with 149 samples and using random sampling techniques. This research uses path analysis regression equations (path analysis) which used to test the indirect influence of motivational and competence variables on the quality of public services through work disciplines as mediation variables using the Statistical Program for Social Sciences (SPSS) version 26. This research instrument was in the form of a questionnaire containing a statement and distributed to employees through the google form. The research results from the proposed hypothesis obtained the conclusion that (1) Motivation has a positive and significant effect on work discipline. (2) Competence has a positive and significant effect on work discipline. (3) Motivation has a positive and significant effect on the quality of public services. (4) Competence has a positive and significant effect on the quality of public services. (5) Work discipline has a positive and significant effect on the quality of public services. (6) Work discipline cannot mediate the influence of motivation on the quality of public service. (7) Work discipline cannot mediate the influence of competence on the quality of public service.
