Law Number 22 of 2009 on Road Traffic and Transportation was drafted as an effort to address traffic violations and is expected to reduce the number of violations and increase public awareness in traffic. However, facts on the ground show that the number of traffic violations is still high. Many drivers put aside personal safety, so the effectiveness of the implementation of this system is still limited. This study aims to examine the legal regulations regarding traffic violations under Indonesian law and the effectiveness of ETLE in handling traffic violations in Kuningan Regency. The research method used is an empirical juridical approach with primary, secondary, and tertiary data collection techniques. The results showed that the legal arrangements regarding ETLE have been contained in Law Number 22 of 2009 concerning Road Traffic and Transportation and Regulation of the Indonesian National Police Number 8 of 2023 concerning the Implementation of Electronic System-Based Traffic, the implementation of ETLE in Kuningan Regency currently uses the e-Tilang Mobile application without the support of CCTV cameras. The conclusion of this study is that the ETLE arrangement has a strong and firm legal basis, but its implementation has not been effective due to limited human resources and facilities, low public awareness, and weak legal culture. Suggestions from this research law enforcement needs to be improved by paying attention to factors that influence the implementation of ETLE. There needs to be an increase in human resources and facilities, as well as socialization to support the effectiveness of ETLE.
